Governance and structure

FMDV is governed by its General Assembly which elects its Board of Directors and Project selection committee for a three-year terms. The Board of Directors was formed in November 2011, in Porto Alegre, it is composed as follow:

President of the FMDV: M. Jean-Paul Huchon, President of Metropolis and of the Île-de-France Region.



1st Vice présidency : M Xavier Trias, Metropolitan Area of Barcelona, Mayor of Barcelona

 

 

2nd Vice présidency : M Guy Vanhenge, Minister of Finance, Budget, Foreign Relations and the Promotion of National and international image of Brussels - Brussels Capital Region

 

 

3rd Vice présidency : M. Seyed Mohammad Pejman, Mayor of Masshad

 

 

4th Vice présidency : M. Ahmed Hamza, President of the Urban community of Nouakchott

 

 

5th Vice présidence : M. Mostafa Bozbey, Mayor of Nilüfer

 

 

6th Vice présidency : M. Sebastio Alves de Almeida, Mayor of Guarulhos

 


Treasurer : M. José Fortunati, Mayor ofPorto Alegre

Executive Director: M. Alain Le Saux

 

Moreover, 5 personalities have been selected for their expertise in urban development, international cooperation and local authority management. The General Assembly has elected:

  • Daby Diagne: former Mayor of Louga (Senegal), former President of the Louga Region, former President of the Municipal Development Partnership for West and Central Africa (MDP), former President of the World Federation of United Cities, Daby Diane is advisor to the President of UCLG Africa.
  • Mohamed Bekhechi: former Senior Legal Counsel for the World Bank, former law professor at the universities of Paris, Cairo, Rabat and London, former consultant to UNESCO, the Red Cross and UNDP, Mohamed Bekhechi holds a Ph.D in International Law.
  • Yves Cabannes: Professor of Urban Planning at University College of London, Professor of Urban Planning at Harvard, former coordinator of the joint UN-Habitat and UNDP Urban Management Programme (UMP) for Latin America and the Caribbean (33 countries), Yves Cabannes participated in the definition of the first participatory budget in Porto Alegre.
  • Ghazi Hidouci: former senior official at the Central Administration for Planning, Economy and Finance, Associate Professor in International Finance at Artois University, former Minister of the Economy and Finance in Algeria, Ghazi Hidouci is currently President of the International Association of Technicians, Experts and Researchers on Development Issues.
  • Clarence Anthony: former Mayor of South Bay (Florida), former President of the National League of Cities (USA), former Treasurer of UCLG, former Acting Secretary General of UCLG.
