Projects currently under evaluation
The following projects are currently being assessed by the FMDV Secretariat. The Secretariat works with the local authority to define the project and the required search for resources as best as possible. The projects must be submitted for approval by the Board of Directors at the meeting in Porto Alegre in November.
Dakar (Senegal): The Mayor of Dakar City has requested support from FMDV to obtain technical assistance for the formulation and phasing of the DKL (Derlké - Khar Yalla -Liberté) project and the drawing up of priority activities to be achieved by 2025.
The DKL project aims to provide the inhabitants of Dakar with a new tertiary business district in order to relieve congestion in the Plateau and City Centre districts and to allow new prospects for development within the Dakar metropolitan area. The project will help to meet the needs of three local boroughs - Grand Yoff, SICAP Liberté and Derklé Castor - for facilities, infrastructure and housing and will contribute to improving mobility across the entire metropolitan area.
The FMDV is assisting Dakar's authorities in the definition of the project scope. To this end, two urban planners have been assigned to work with the city’s planning departments.
The FMDV assisted the Dakar authorities with the drafting of an application for funding from Cities Alliance (Catalytic Fund) in order to finance the project definition studies (USD 240,000). The application is currently being examined. These studies will serve to finalise the pre-project design which will enable financing to be sought.
Nouakchott (Mauritania): The President of the Nouakchott Urban Authority (NUA) requested assistance from the FMDV to support it in its contracting authority role for the “Marché Capitale” (Capital Market) regeneration project, for which financing is estimated at EUR 15M. The FMDV will be involved in assisting the NUA in project design and the search for funding in partnership with the French Development Agency (AFD).
The role of the FMDV will be to provide technical assistance and methods support to the NUA departments in order to ensure that the project is technically and financially relevant. A second phase will involve assisting the local authority in the search for financing to complement AFD funding.
Belo Horizonte (Brazil): The town council has requested support from the FMDV for funding search support for a wastewater and flood risk reduction project for one of the city's neighbourhoods. The project is currently being assessed by the FMDV Secretariat.
Porto Alegre (Brazil): The city authorities wish to execute a bond issue and to obtain technical assistance to ensure the success of the operation.
Guarulhos (Brazil): A request for assistance has been submitted for the redevelopment of an industrial area which is significantly occupied by informal housing.
Nilüfer (Turkey): The municipality has requested design and funding search support for the "Grand Bazaar of Anatolia" development project. The project involves a tourist development, the promotion of heritage and a sales venue for handicrafts of the region of Anatolia.
