Antananarivo (Madagascar): The project concerns the implementation of an Urban Mobility Improvement Programme (UMIP).

The project, which was devised by Antananarivo municipality and the Région Ile-de-France [Regional authority for Greater Paris], who are linked by an active cooperation agreement, aims to re-engineer the entire urban transport policy and its functional organisation. In addition to the bus network, the program incorporates medium and long-term development prospects, including plans for an urban train.

The role of the FMDV is to support the contracting authority throughout the project. The project has technical and financial backing from Région Ile-de-France (RIF) and the IMV (Institut des métiers de la ville - Institute of cooperation] in Antananarivo.

The FMDV helped to set up a major collaboration between institutional, private, user and finance-providing stakeholders in order to define the general outline of the project and the role of each party, and thus respond to the needs expressed by inhabitants as best as possible. To this end, the FMDV developed a consultation methodology in work groups coordinated by Antananarivo municipality and IMV. These groups helped to perform a diagnostic study which was financed and monitored by the RIF.

The FMDV worked with Antananarivo municipality to support the execution of the technical and financial project design phase. This included socio-economic impact assessments for the planned activities, legal analysis, restructuring of public transport policy and provision of expertise. To achieve this, the FMDV contributed to methodological structuring and monitoring of the design phase's execution. In this context, the FMDV received financial assistance from the French Embassy of Madagascar.

At the initiative of the FMDV, the program’ stakeholders also benefited from technical expertise from the President of the Dakar Transport Authority and the President of the African Association of Public Transport (UATP) who came to Antananarivo to share its experiences.

With one of the goals of Antananarivo municipality being to support their contracted transport providers in changing their old, ill-suited vehicles to newer, less-polluting and higher-capacity vehicles, the FMDV, in collaboration with the ministries concerned, is drafting proposals for consensual and innovative financing schemes which will allow the renewal of buses.

Makati (Philippines): The project involves the regeneration of city lands and redevelopment of its central business area.

The project, which involved all of the local area’s stakeholders, focused on promoting and rehabilitating historical heritage by reinstating the area's cultural character and creating opportunities for economic, social and cultural activities to be developed in this initially residential area.

This activity provided an opportunity for city authorities to update the area's urban infrastructure in consultation with the area's residents and users. The support provided by the FMDV allowed a consultation methodology to be implemented thus ensuring the necessary raising of funds by local economic operators, with backing from the city council.
