Ce guide a été réalisé par le Fonds mondial pour le développement des villes dans le cadre d'un projet mené avec l’Agence de la transition écologique (ADEME) ; le "Programme d’Expertise sur des Modèles de Financements Innovants pour la Transition Énergétique des Territoires”. Le projet vise à accompagner le développement de l’éclairage public à Nouakchott en Mauritanie et des modèles de production énergétique en réseaux locaux à Kampala en Ouganda. 
"Reinforcement of Erbil governorate’s Capacities in Producing and Delivering Solar Energy"; Launched in Dec. 2021 in Erbil, Iraq, the project aims at implementing sustainable solar-based solutions to address the challenges of electricity distribution and strengthen local government' capacities on financing and investment conditions. 
Funded by the European Union, implemented by FMDV with UNDP, the project is part of a national program to support the strengthening of local governance and decentralization in Iraq; seeking to improve living conditions in fragile contexts by rehabilitating and improving housing and community infrastructure and services.
“Reinforcement of Salah Al-Din Governorate's Capacities on Waste Management”; Launched in Dec. 2021, the project aims at increasing the knowledge and capacities of the Governorate through peer-to-peer cooperation, in order to:
- Support the development of the recycling plastic waste sector 
- Contribute to filling in the actual gap via demonstrative pilot actions, and 
- Prepare a scale-up phase to be proposed to potential funders / investors.

It showcases Lisbon's city-wide Green Seal PB; Lisbon School Green PB pilot, the preparatory stages of the planned Climate PB 2020, and the experience with School Climate PB in Molina de Segura, Spain, which was inspired by Lisbon's experience. It mainly draws from the cooperation phases between both municipalities, City Finance Lab, EIT Climate-KIC, South Pole and FMDV, Global Fund for Cities Development
